The Mountlake Terrace City Council at its Thursday, July 23 work session will review several agenda items that involves the City’s land-use code, a stormwater retrofit project, performance metrics, regional growth planning and a proposed partnership with the City of Edmonds to study a regional aquatics facility.
Land use code update
The Council will receive an update on a comprehensive overhaul of the City’s land-use regulations that would consolidate permitted land uses into a single chapter of the municipal code. The proposal would simplify development regulations, incorporate recently mandated state housing and childcare requirements, and support implementation of the city’s new zoning districts adopted with the 2024 Comprehensive Plan.
Water quality retrofit
Councilmembers will receive an update on a proposed stormwater retrofit project designed to treat runoff from 32 acres before it reaches Hall Creek and Lake Ballinger. Staff will also discuss negotiations for a $4.71 million Department of Ecology funding package that would fully cover the project through grants and forgivable loans if approved.
2026 performance metrics report
The Council will review the City’s 2026 performance metrics report, which measures progress toward city goals and provides data on the performance of municipal programs and services.
Regional Centers Framework update
The Council will receive an update on the Puget Sound Regional Council’s Regional Centers Framework, which guides future population and employment growth by encouraging compact, mixed-use, pedestrian-oriented development in designated regional centers, including Mountlake Terrace’s Town Center.
Regional aquatics facility partnership
The Council will consider a resolution supporting continued collaboration with the City of Edmonds and other neighboring agencies to explore development of a regional aquatics center in South Snohomish County. The resolution would strengthen applications for County grant funding to continue planning efforts based on previous regional feasibility studies.
