MLT Council to review city branding, street and water infrastructure projects May 28

The Mountlake Terrace City Council at its Thursday, May 28 work session will review a series of presentations involving city utilities, transportation and telecommunications.

These include:

  • Executive Vice President of Data and Insights Sonya Wytinck from Polco will present a survey result that measures resident satisfaction with the City’s services and quality-of-life issues. This helps guide the City’s urban planning and policy decisions.
  • Staff from the Chicago-based consulting firm All Together will update the Council on the City’s community branding efforts, including outreach, messaging and strategies aimed at promoting Mountlake Terrace’s identity and visibility.
  • City Finance Director Sirke Salminen and Senior Accountant Artus Nemati will report on the City’s financial performance for the first quarter of 2026, including revenues, expenditures and overall budget conditions.
  • Public works staff are asking the council to consider awarding a construction contract for the second phase of the Westside Water Main project. Construction is expected to start about two weeks after the contract is finalized, beginning with work along 226th Place Southwest. Staff anticipates the project will take about six months to complete.
  • Public works staff and Councilmembers will review a supplemental agreement with Perteet for continued construction management services related to the Main Street Phase 2 and 3 improvement projects.
  • Public Works Director Gary Schimek is asking the Council to consider an ordinance to approve a telecommunications franchise agreement with McLeod Telecommunications to allow telecommunications infrastructure and service operations in the City.
  • The Council will review a proposed bid award for the Pedestrian Plaza (Transit Connection Corridor) Project, which is intended to improve pedestrian access and connectivity near transit facilities.
  • Council will also review a construction management agreement with Consor for the Pedestrian Plaza Project as part of the Transit Connection Corridor project.
