The public is encouraged to submit feedback on the City’s 2026 Stormwater Management Program Plan.
Mountlake Terrace’s 2026 plan describes actions the City plans to take this year to prevent or reduce the discharge of pollutants from the City’s stormwater system into local creeks and lakes.
The survey is open April 6-20. Public input helps ensure the stormwater team’s efforts fit the needs of the community. Feedback will be collected through April 20, and the final plan will be posted no later than May 31.
The plan was created to comply with requirements in the Western Washington Phase II Municipal Stormwater Permit, also known as the National Pollutant Discharge Elimination System permit, which is part of the federal Clean Water Act.
The permit requires the city to produce a Stormwater Management Program Plan annually and update it as needed to reflect Mountlake Terrace’s actions and planned actions in meeting permit requirements. A draft copy of the current year’s plan is submitted with the city’s annual report to the Washington State Department of Ecology by March 31 each year. Along with the annual report, the final version will be posted on the City’s website by May 31 each year.
When commenting, the City recommends residents should keep in mind the plan is only for calendar year 2026. Comments regarding longer-term projects are valuable and will be considered in planning but may not appear in the final 2026 plan if they cannot be completed within the year.
This plan focuses primarily on water quality and stormwater permit compliance. The chapters of the plan match the requirements of the current five-year permit for the Department of Ecology. These chapters are:

• Stormwater Planning
• Public Education and Outreach
• Public Involvement and Participation
• MS4 Mapping and Documentation
• Illicit Discharge Detection and Elimination
• Controlling Runoff from New Development, Redevelopment, and Construction Sites
• Stormwater Management for Existing Development
• Source Control for Existing Development
