Council to review Main Street Phase II changes and budget options, proclaims Children’s Day April 23

The Mountlake Terrace City Council at its Thursday, April 23 meeting will review updates to the Main Street Phase II project and discuss fiscal sustainability options during its Thursday meeting Thursday, April 23, at City Hall.

City staff will present a proposed contract supplement with Perteet Inc. related to right-of-way services for the project. The city entered into a professional services agreement with the firm in February 2024 to complete design and bid documents and provide right-of-way acquisition services, including property exhibits, legal descriptions, appraisals and certification.

After failing to secure additional federal funding in 2024 and 2025, the city scaled back the project to align with available funding. Officials said the reduced scope required revising previously completed right-of-way work, including updated appraisals and acquisition packages for multiple parcels.

The proposed supplement reflects the additional work required and would increase the total contract amount to cover the expanded scope of services.

The council will also hear an update from the city’s Fiscal Sustainability Taskforce, as staff continue to outline two alternative budget approaches first presented April 9.

Discussions are expected to include potential line-item budget reductions, fee-based revenue increases and their impact on users, and options for generating additional revenue. Those options include:

  • A possible $20 increase to the Transportation Benefit District vehicle license fee instead of implementing a sales tax,
  • Consideration of a parks, safety and transportation levy in place of forming a city-only Metropolitan Parks District,
  • Potential transfer of Real Estate Excise Tax funds from street capital projects to street operations.

Two proclamations will also be made early in the meeting: Children’s Day and Asian American, Native Hawaiian and Pacific Islander Heritage Day.
