Snohomish County releases report on Early Learning Programs

Snohomish County Human Services has released its 2025 Early Learning Annual Report, and according to an agency news release it showcases the significant impact of its Early Learning programs in supporting young children and families throughout the county.

The report highlights the achievements of three programs: Early Head Start (EHS), Early Support for Infants and Toddlers (ESIT), and the Early Childhood Education and Assistance Program (ECEAP). Together, these programs provide comprehensive services that strengthen child development, family well-being and school readiness for thousands of children across Snohomish County, the agency said.

Highlights from the report include:

  • Early Head Start  is a home-based support service for children and families from pregnancy to age 3, that emphasizes family-based health, family well-being, early learning and development. Early Head Start supported 134 families and 17 pregnant women by bringing individualized early learning services directly into the home.
  • Early Support for Infants and Toddlers  provided services to more than 3,100 children, helping families access developmental therapies, resources and support during critical early years of development.
  • Early Childhood Education and Assistance Program delivered comprehensive preschool services to more than 1,441 low-income families, focusing on early education, social-emotional development, health services, and kindergarten readiness through partnerships at 16 locations throughout Snohomish County.

“Our early learning programs are dedicated to helping children reach their fullest potential while empowering families with the resources and support they need to thrive,” said Karen Matson, division manager of developmental disabilities and early learning for the County. “These outcomes reflect the commitment of our staff, community partners, providers, and families working together to build stronger futures for our youngest residents.”
